president obama is cutting his vacation short to head back to washington and jump-start the fiscal cliff negotiations with congress. talks fell apart before christmas. the deadline now is just days away and there is no deal in sight to avoid the tax hikes and spending cuts set to go into effect january 1st. our juan williams is a fox news political analyst and he joins us today and very quickly, juan, merry christmas to you. >> merry christmas, kelly. kelly: this is daunting task facing congress to avert the so-called fiscal cliff that will set into motion more than $600 billion in drastic and draconian allic tax hikes and spending cuts. that will cause a lot of pain for all americans and does congress have enough time to act on this? >> they do. you know it will be very close and it may in fact go beyond the deadline per se although people are thinking at the moment it is possible to get something done by the end of this week. the key here, kelly, is the senate. we have been so focused on the house, speaker boehner, plan. about, plan b falling apart. now speaker boehner is pointing towards the senate and the white house

the opposite. the whole point of the fiscal cliff is when the fiscal cliff is cleared and we jump over it, we are getting rid of all the accounting game mix, the temporary stings of things that allow congress to pretend it's being fiscally responsible when it's not. what's going to happen? a lot of taxes will go up but taxes will go up on everybody, not injure the guy around the tree that's paying for everything but everyone will have to pay. and then folks will realize the government we are voting for costs us money too. >> that's the thing. if we don't go over the cliff and they don't reach a compromise, what will happen? they can't afford to keep spending like this. won't spending have to go down by virtue after compromise not being reached? spending will go down a little bit because of the sequester and 9 defense spending, what you talked about on the show quite a bit. a big chunk comes from tax increases. little the end of the unemployment benefits of that been going on for a while, the payroll tax holiday and the alternative minimum tax which is going to grab more and more people. you will have less subsidies for lower income people who are unemployed today and higher tax on middle inco

we go over the fiscal cliff there will be 1.2 trillion dollars in tax cuts over ten years which is $110 billion every year. so we go for the $110 billion for year one and what happens is next year congress decides to do what it wants anyway and scraps whatever plan it had in effect for the nine years anyway. so we pretend we have the big ten year plans but they never turn out to be ten year plans at all. >> that's true. but there is something looming in a month and a half and they will have to do something with the debt ceiling. whether debt ceiling should happen, whether or not we should even have something as the debt ceiling but we do and the democrats and the president have to do something about it. they know how strong it is. the republicans have a very, very powerful card to get what they want, which is basically a reduction in massive expenditures. we are up to $17 trillion in debt and something has to be done. and it has to be done quickly. and if it's not done properly, that's why i hate plan b and plan c and all of these minor plans, these little step plans. they should negotiate a real plan. they shouldn't have the minor plan. they should have the big plan and it should be done now.
